Known for his crisp communication, technical fluency, and measured decisiveness, Dwayne excels at building high-trust relationships with civilian and defense agencies — including the Department of Justice, Department of Homeland Security, Treasury, USDA, and Department of Commerce, among others. He has repeatedly served as a strategic catalyst for multimillion-dollar initiatives in cybersecurity, identity and access management, and cloud transformation, with a reputation for turning early conversations into long-term partnerships.
As Director of Federal Growth and Capture at JMA, Dwayne leads initiatives that identify, shape, and secure mission-aligned opportunities across the federal landscape. He draws from a career that spans high-impact roles at TransUnion, Neustar, CyberScout, and Northrop Grumman — where he led complex capture efforts and helped launch breakthrough programs for public sector clients navigating modernization, fraud prevention, and high-stakes procurement.

Dwayne holds a Bachelor of Arts in Marketing from Howard University School of Business. Outside of work, he is an avid golfer, fine dining enthusiast, and devoted reader of Walter Mosley novels. He is a true Washingtonian where he lives with his wife and their two daughters.
