Dave Carnal serves as JMA’s Service Delivery Manager, Data and Analytics. He works closely with clients to harness data, analytics, and artificial intelligence to solve complex business challenges, improve operations, and achieve measurable organizational outcomes. He is passionate about transforming data into actionable insights that support informed decision-making and sustainable results.

Before joining JMA, Dave retired as a Supply Corps Captain following 30 years of distinguished service in the U.S. Navy. Throughout his career, he led enterprise operations, global supply chain organizations, and large-scale digital transformation initiatives across the Navy and Department of Defense. His experience includes guiding business transformation and enterprise technology modernization efforts within multibillion-dollar organizations. Today, he draws on that expertise to help clients address business and technology challenges, modernize operations, and achieve meaningful results.

Dave believes technology has its greatest impact when it empowers people. As a servant leader, he focuses on understanding client needs, simplifying complex problems, and delivering practical, effective solutions. He builds trusted relationships through dignity and respect, collaboration, transparency, accountability, and continuous improvement.

Dave holds a Bachelor of Science in Computer Science from the United States Naval Academy and a Master of Science in Operations Research, with a concentration in Logistics Analysis, from the Naval Postgraduate School. He also completed executive leadership education at the Wharton School of the University of Pennsylvania.

Outside of work, Dave enjoys spending time with his wife, Holly, and their two sons. He also enjoys playing tennis, exercising, traveling, and supporting Navy athletics. Dave is proud to continue his service by helping organizations make better decisions, modernize their operations, and prepare for future opportunities.
